strange ethernet data please help

hello, ive been having very slow downloads when it comes to blizzards patches and so i look at my internet and i see that data being sent and received is jumping from 0kbps to 3mbps then back down to 0kbps threw eithernet and it does this every second, (this does not affect me watching netflix or watching videos at 1080p theres no loading pauses or lag,) or is this normal and patches just load hella slow? any advice?

Sounds like your isp is screwing with p2p downloads disable them in the battle.net launcher.
