I am in the position to get a 6700k for free and definitely want to OC but i'm not sure what cooler i should get. Would i be cool^lol with a $50-$70 Air cooler or would i need an AiO for Skylake? The motherboard is an Asus z170 Pro Gaming. Information would be much appreciated.

Not really much of a temp difference but if you are ocing then get an after-market cooler youll have to anyway as the cpus dont  include coolers so get something decent air or water

Been doing a bit of research on this of late, and the difference between an ideal air cooler and an ideal water cooler is ~3degree. However water coolers have thermal the advantage of being able to use "fresh" cool air.

Looking at the NH-d15 the heat pipe capacity is ~350w at 25c, more then enough for any OC... The limiting factor is the fins/air flow. So again water cooling has the mechanical advantage of allowing heavy Rads to not hang on the mobo.

The point is, that capacity wise a good air cooler can handle any OC, the down side is it will run ~deg warmer over its relative ambient. If your running the AIO on the exhaust then temp/perform wise it will be very similar.
