High DPC Latency

My PC started getting very high DPC latency about a month or two ago. If I restart my PC it will go away but sometimes it won't.  Also sometimes when I turn my PC on I get a blackscreen or a blackscreen if I restart it. I tried my friends video card and the latency spikes still occur. Also reinstalled Windows three times and checked drivers. I am clueless as to what could be causing this. Anyone know if it could be hardware related or does it sound like drivers?  Thanks.
