We need more information.

System specs? Does it POST? Can you enter the BIOS? Have you overclocked recently? New hardware installed? What have you tried to get it working? Tried only using a single stick of RAM? Do the fans spin up? Any beeps or error codes (if your board has that). ....Anything?

My PC specs are a h81m-c with a g3258 and a gtx 650 synergy edition and with a delicious side of 4 gigabytes of corsair vengeance RAM with gzx7 case and a 420W gigabyte power supply oh yeah and a TB of western digital green storage
I've checked tomshardware forums and other places they say do a complete reinstallation of your windows but I don't wanna risk losing all my data please

sounds like a dead keyboard... im not sure but I think the suppliment of power to the keyboard changes when you enter the os vs the bios... I thought it ran on a different auxilary type power when in bios.. may be wrong but try a different keyboard.

what keyboard is it

if applicable run to bestbuy or something get a crap keyboard and use it to update the drivers on your current one... do your other usb devices work on the ports?

I would say that for the sake of spending a few quid on a cheap keyboard, it would be worth it. If you can get a PS/2 keyboard and mouse that would be even better as they definitely require no drivers or installation, anyone who likes to tinker or tweak should have a battered old PS/2 keyboard knocking around even if it is just to change a few goofy settings in a BIOS every now and again when USB seems to be failing.

Another simple diagnostic to see how bad your issue is. When the system is on and unresponsive, is the HDD light doing anything? Does the clock on screen keep time? either of these could indicate it really is just an input issue and the computer is fine. Equally, if you press the power button to switch off, does the system begin shutting down on it's own or do you have to hold the button for 5-10 seconds to force the machine off?

Is the keyboard plugged in next to another device? if so what is it? USB ports TYPICALLY work in pairs providing 5V and 500mA to each PAIR of sockets, so if you have a set of USB speakers or a USB powered external hard drive plugged in next to your keyboard, try removing them or reconnecting them somewhere else. In a typical scenario, having a keyboard and mouse plugged in together is fine but devices which require quite a bit more power do need to be somewhat spread out, either into a different pair of ports or a different controller if available.

Have you tried your input devices on a different controller? If they don't work in any of the USB2 ports, what about USB3? Is something stuck in/broken off from one of your USB ports? I have seen people accidentally break off USB socket parts leaving the 4 connectors trailing or less frequently breaking off the inside of the plug in the socket, doing so can at best short out that pair of USB ports or shut down the USB controller. At worst it can short out and cause the entire system to fail to boot.

With the symptoms you've stated, I suspect it's the driver for a power hungry USB device which is kicking in, activating the power hungry device and preventing other devices plugged in near it from functioning. If it's the 4 USB2.0 ports on your board you're using, as a rule of thumb, just use every other one unless it's for something like a printer which gets power from the mains, or if it's simply a keyboard or mouse which use not much power anyway.

One last Caveat, IF it's a K70 RGB or something which requires two USB connections just to run it (wasn't it something stupid like one for inputs and one for the lighting controller?) use a different pair of sockets for each connector. Laptops are limited in their connectivity and are pretty good at putting a lot of power into their sockets, but desktop boards have WAY more inputs, so sometimes you just need to be a little more creative with connectivity.
