GPU usage going up and down

Is this normal on a low demanding game? (hearthstone) GPU is r9 270 with latest Windows 10 drivers. I think it was the same on windows 8.1.

Hearthstone seems low demanding but it's really poorly optimized so ot may be normal to spike when some fancy fx happen
