My PSU only outputs 21/22 amps to my EVGA FTW 670 and the recommended amperage is 30. How much, if any, performance would i gain from upgrading to a 40 amp rail.

 

And also can the low amperage cause any permanent damage to my card?

If the system runs at all, it could wear it down and eventually make the PSU die. This is a common problem with the Dell system I have were initially thee is no problem, but in as early as a year the PSU complaint started rolling in. Just send clean, ample power to your delicate components.

I don't know much about psu's, so when calculating how many amps my gpu is getting do I combine the two 12v rails? And also does this meet the 30 amp req. for my 670?

Get a new PSU, using a really cheap PSU can damage the GPU. And get a branded one this time!

CPU: AMD 3950x Mobo: MSI B550 RAM: 32GB DDR4 GPU: Asus 3080 Strix PSU: Superflower Leadex 3 720w Case: BeQuiet 500DX

Storage: 2TB SSD + 4TB HDD Audio: SMSL 793ii -> HiFiman HE-400 + Mission MS-50 Speakers

Xion is branded--just not a recommended brand.

 

Good psu brands to look at are Antec, Be Quiet, Corsair, NZXT, OCZ, Seasonic, Silverstone, and XFX.

Sorry, I meant as in manufacturer branded, like Seasonic. Corsair, NZXT, and many others do not manufacture PSUs, they get them made from someone else. Seasonic manufacture their own PSUs in their own factories which leads to better PSUs.

the amps are not a problem. the 670 needs like 12amps.that 30amp rec is for the whole system + headroom. your psu is dual rail.you have 43 amps in total.

the problem is the psu itself.i would look at what kind of protections it has before using it in any pc.i would get a quality one instead

I would get a better power supply like a XFX Core 550W as your power supply.
