When you say started your second PC do you mean started building or do you mean you have 2 computers that you just turned on.

Was the computer working at some point?

I just turned the PC on and the PC has worked 2 days ago.

Check that your motherboard isn't being shorted out.

Clear CMOS of you have been overclocking the cpu (I know its a locked multiplier but some people still change the bclk) or the RAM. To do this refer to the MB manual and short out the pins or just remove and reinsert the CMOS battery.

Try booting with one stick of RAM and remove any PCI-E add in cards (including GPU) to see if it stops the post codes. If it does insert your HDD, try to boot (I know that if you don't have onboard graphics then you will see nothing but that doesn't matter). If that boots then insert your graphics card and try to boot, if it boots without any post codes it is one of the PCI-E cards or RAM that you have removed that is causing the problem.

If after trying to boot with minimal systems causes the post failure then you will have to RMA the motherboard.
