I have an FX-6300 which is admittedly very bad for Skyrim. I have a GTX 970 and I'm currently using 2k textures along with 70 or so other mods. I am not using an ENB mod right now. Is there any way to reduce CPU usage? People have said that the shadows are CPU rendered but I don't think that's true since changing shadow settings doesn't improve FPS. I get around 40fps in Raven Rock but in most areas I get 60fps

Kill all the NPC's.
That is the only thing you can do to lower it. It is the Papyrus engine which is not very efficient when it comes to AI's.

The shadows is fixed, The location of the shadows is still CPU bound but the FPS is pretty neglectable since they are rendered by the GPU, The main thing the Shadows eat is Vram.

Im at 30fps in Raven rock, As on most other cities. But when i go out into the wilds or into a dungeon im at a steady 60.
