what motherboard?

msi z77a-g41

 

I thought it could be throttling due to TDP, but the highest I saw was around 85 watts on a 95w TDP chip.

It could be limitations of the motherboard perhaps. the g41 isn't much of an oc board. But 4.2ghz is a relatively mild OC.

Could it be a limitation of the non k cpu? Why would it stop at 3.9ghz though?

Why does my i7 2600 (non k) stay at 3.9ghz according to real temp, while the multiplier is set to 42 in the BIOS?

you cannot change the multiplier on a non k series sku, you certainly can NOT increase it beyond stock. if you want to overclock your chip you will have to increase the Bclk. you most likey wont get any more than a 300MHz overclock on a non k series sku, and realisticly only running your bclk any higher than 110 is not going to happen.

Its got three power phases, that might be the problem as its bottlenecking what it can send through. Furthermore you have non k cpu so that is another problem as its not designed to be overclocked.

I can raise the multiplier though it's limited to 42.

You might of bit the dust in the silicon lottery. Ive never overclocked a non k cpu(apart from amd black edition) so this is quite new to me.

I'm just telling the truth. According to both RealTempGT and MSI Control Center, my cpu is actually at 3.9ghz (39x100). Unless both those programs are wrong...

39X100 Is normal. to my understanding some 2600 non k skus were bined for 3.9GHz

 

all im saying is dont expect to hit 4.2GHz by adjusting your multiplier
