Sound won't stop

While watching netflix last night, my browser crashed when I turned on my VPN and that annoying repeated sound happened where it rapid fires the last sound on the video. Problem is, it is still happening, even though it is now around 24 hours later and my computer has been turned off at least twice since then, but alas, every time I turn my computer on, there it is again.

I have tried disabling all the processes that I think could be the culprit, including my VPN, all my browsers, even my Asus audio centre, all to no avail, any help would be hugely appreciated.

Edit: Also, it's definitely not my speakers since I tried unplugging my speakers and putting my headphones in the same port, the sound is still there.

OK so, update, I unplugged my speakers from my Xonar sound card, and put them in my onboard sound, and it stopped, so I'm guessing this means the issue is with my Sound card, anyone have any experience with this? and any suggestions on what it causing it/how to fix it, or is my sound card essentially dead?
