Radiator Setup

Hey im looking to upgrade my CPU Cooling as im getting ready to upgrade my CPU soonish. My case is the NZXT S340 so im linnited in space in the front. The max thickness i can fit is about 60mm of room. Thats for the radiator and fan.

 

I wondering Two things, How should i orientate the fans to minimize noise and dust build up. Secondly ill include a google Doc of the AIO and fans i was looking at and im just wondering what you guys would go with. My maz budget on this is like $150 total. Fans and cooler. 

 

Oh and is you could help fill in some of the info on it that would be great.
