Massive CPU fluctuation while rendering

When rendering in adobe media encoder my cpu usage goes from 30%-100% during rendering. Here is an example http://gyazo.com/b2a0ca23de099b6ea8f6238561c477b5. Is my CPU suppose to do this? If not how do i fix it?

Yes, it's normal during rendering... the CPU is being used

shouldn't the usage stay around 80%-100% then?

Not really, some parts of the render might be low loads (less CPU usage then)
