I just got my Gigabyte R9 280. The fans are stuck at 100%. GPUz and Afterurner both show the core temp at 0 degrees. I used afterburner to manually lower the fans to 60%, which helped a lot with the noise.

If the temperature sensor is broken, should I RMA it? I've seen other people with 280x's/7950's with the same problem. If I RMA it, could I get another one with the same problem?

Could it be a driver problem? It only ramps up when I'm in Windows, it is quiet in the BIOS. 

What is the lowest I could manually turn down the fan speed to keep the temps safe under load?
