Not letting me open file with Java

You don't run minecraft forge... You open it as an archive, then open minecraft.jar as an archive, then you copy the files from minecraft forge into the minecraft.jar folder, and re-compress the minecraft.jar folder as a .jar. I was downloading minecraft forge universal for minecraft and it opened as a .zip file in WinRar. Then I tryed opening it with java and the Command Prompt just quickly appears then closes. The I unistalled WirRar, and Java, restarted my PC. Then I redownloaded java and it just gave me a file that you would get when you type something in notepad and save it as a all files format. 

 

I really hope someone can help

PS the file im trying run is a .jar file
