It's this mod that sort of blurs the screen when you look around or move and it makes everything butter smooth, doesn't effect FPS though. Or reinstall Skyrim and use this guide

24 fps for that "cinematic" feel

I would also recommend ENBoost and SKSE regardless of modding or not.  ENBoost may or may not require some ini tweaks to work better on your particular machine.

 

If you go to the link I posted and check out the user submitted images you could see some rather telling examples from other users.

side by side by side comparison.  We can all see the difference between the center and the right.  It is difficult to justify the additional 2/3 rds resource cost for the improvement.  Though that depends largely on the PC being used and the settings the user picks when running this application.  They probably did not have to go all the way down to 1024 on everything to gain larger portion of their realized performance gains.
