Would a GPU such as a 280x or a 290x be sufficient for a drafting computer?

yes but look into nvidia cards since more 3d programs support them

Most likely, it depends how extensive it is.

It PROBABLY is enough. It will also depend on the processor, in which I would recommend minimum i5 4460 / FX 8350. (Intel preferably but it doesn't really matter especially for drafting)

check whether your software uses opencl or cuda..it is usually opencl, so go amd..

 

all recommendations I see through searching are the workstation cards, which I have no budget for.lol
