GPU usage issue?

I'm playing GTA 5 on very high settings + 4X MSAA on my I7 2700K and GTX 970 and I am having a bit of an issue.

In general I can get anywhere from 40-60 FPS with GPU usage up to 95-99% but now when I load into the game my GPU usage is only 50-70% with a crappy 30 FPS which is annoying to play through.

Does anyone know what is going on? How can I get my GPU use up to 99% constantly?

I think you may be running out of GPU memory before you are hitting the limit of your GPU's core clock. I'm getting about 60-70% GPU usage with +80% GPU memory usage.

(using maxed out settings, aside from grass, shadows, no FXAA or MSAA, but DSR to 2400x1350 gives me consistent 60 FPS except in certain areas)
