Microsoft is done with consumer Service packs as far as i know, So it doesnt matter anymore

Service Packs are compilations of updates for a Windows operating system. They are distinct form "regular" updates in that they are fully validated my Microsoft and shouldn't cause any issues (which is important for businesses that can't afford down-time and tech support calls, especially those with Windows servers). The OS install media will be released several times, each with a new Service Pack (for example Windows 7 has "Windows 7", "Windows 7 SP1", and "Windows 7 SP1 U" install media).

EDIT: The Service Pack version of your install media won't affect the installation or usage of your product so long as you have a legitimate Windows key for that SKU (eg. Windows 7 Pro).
