[Civ V] Map Editor Question

I made a map and I want to put the places where players start... The problem is that must be RANDOM civs (so no scenario editor), there are also points for city states.

Does someone know how do I do this ?

 

-Extra cookie for excluding civs (there're two civs that would render the map useless)
