Random Device Connect/Disconnect sound

Hi, I am running a windows 8.1 system and for about a month, the computer has been randomly playing the Connect/disconnect sound everytime I would launch steam, log in steam, connect to steam, close steam. It would also happen whenever I would launch GTA V (the retail version) and would repeatedly play every 5 seconds when playing GTA V (and freeze for 1 second, this only happens for GTA V). It doesn't seem to be a usb device actually dc'ing as the logs are empty
