GPU usage spikes when idle

Hello

 I have noticed in MSI afterburner that my gpu usage will spike to around 75% when just sitting at my desktop not doing anything. The spike will only last for a very small amount of time. Is this normal, or is something up?

Doing random things it does the same here too.

Watching/encoding/navigating around windows... the gpu usage rises and falls.
