Screen tearing question

Does screen tearing only happen in game? Can it happen just in windows? Like if windows was running at 40fps would it tear? Just a small question Any other interesting things are welcome.

It can i think, chances seem low because nothing is really going on onscreen like in a game. The dip at 60 and 120 is where i get tears, the monitor refreshes bottom to top it looks like.

Videos? moving files around? stuff like that. Interesting to know lol never notice it though

in a youtube video, sure, moving files idk, it may lag your pc. Best way to tell i guess would be frantically move your mouse around and when it gets all jumpy its dipping.
