Does GPU need all power cables?

Short answer:

Yes. The GPU needs both of the power connectors to function.

I'm testing a system that is considered broken (no post) and the videocard needs 2 6 pin PCI-e but I only have 1.

 

Will the videocard still output video or does it actually need both connectors plugged in?

you shouldn't even try it without both plugged in, that could end up badly
