ye something else which is PowerPlay feature maybe? also its not stable downclock its like 98% > 0% or .. 1400mhz to 150mhz then 1400mhz again then 150mhz.. in a sec or 2secs. continuously in gameplay or 2D mode while browsing.

Download DDU and wipe any old graphic drivers and reinstall New drivers. Likely the problem. If you are talking about memory frequency, than it sounds normal For desktop stuff.

it wasn't like that with my old hd 7730 .. never hits 0% while playing..

 

Edit : i have disabled ULPS via msi afterburner and i get like stable 100% gpu usage for like 5mins then drop to 0% and then stays stable for 5mins again.. and el fps now in survarium is like 45~70fps (ye higher but not stable) on ultra and AA FXAA is on. with turning down the settings to low the gpu usage turns back to the old drop problem and it keeps going between 100% > 53% > 0% then 100% > 53% > 0% .. well idk how to solve it and dont even reach that 0% :@

also is it normal to reach 70C on ultra 100% usage ?

 

sounds fine for air cooling.
