Should I be able to hit 1500mhz without overvolting on my msi gtx 980 4g? And is it safe to overvolt?

It's safe as long as it ins't balls to the wall style, because that shortens lifetime of gpu.

 

It's all about the silicon lottery, some do get to 1500 without any overvolting and some don't.

How much overvoltage is safe? Without decreasing the vrms lifespan so much
