If you're a student, you can get Windows 8.1 for a reduced price from Microsoft. If you are an educator, you should be able to as well.

 

If neither, I'd either suggest you pay full price or maybe go on Reddit's r/microsoftsoftwareswap if you don't mind the deal be kind of shady (in that the licenses sold there aren't usually supposed to be resold.)

Hardforum usually has some keys for sale as well but same thing as the softwareswap. They're usually keys that work perfectly fine but are usually not suppose to be sold.

I think there's a site called go2keys that a few of my friends have gotten 'legitimate' Windows 8.1 product keys from. It's a bit shady but saves you tons of money.

I second this. /r/microsoftsoftwareswap works really well for a cheap license. 

 

There are also OEM licenses available at places like Newegg for quite a bit more money, but still less than going to a store and buying a retail copy.
