Hey guys, so I just got an idea. I probably won't build it, as I am low on funds, but I just live theorizing about this stuff. Could you help me finalize design?

So, here's what I'm thinking:

Put the build, whatever you decide it's specs are, together. Do not put it in a case, or use water cooling. Next, coast all of the parts except for the heat sinks in(this is the biggest issue, need the most help here) a substance that is very thermally conductive yet very electrically insulating. Then, make a sphere out of metal(aluminum?) rods, and suspend the build in the center of it using bungee cords. Attach the psu at where you want the bottom of the build to be. Would this work, ever seen this before? Ideas?

Just a guy who peaked at building back in the days of the GTX 980. If you see me here, assume i have technical knowledge akin to a committed hobbyist builder back then. If something's changed, you'll need to tell me(nicely plz). I'm probably asking for help with the modern build scene since I have no clue what's going on.
