That's kind of like saying "What car is is both budget friendly and fast"  There are a lot of options depending on budget and what you planning on doing.  Do you game @1080p?  Multiple Monitors?  What games?  Frame target?  Settings target?  You need to give us more information.

I probably won't have multiple monitors and I'll be playing Bioshock, Shadow of Mordor, etc. Idk about the resolution (4k would be nice though xD)

I'm guessing if you wanna 4k shadow of mordor and other games you should get sapphire 295x it's solid 700$ and it games at 4k-quite well actually

The R7 260x or GTX 750ti - 1080p

The R9 280/x or GTX 960 - 1080p

The R9 290/x or GTX 970 - 1440p and higher

the best bang for your buck high end card is without a shadow of a doubt the 290., half the price of the 980 and anywhere from 20% slower to actually faster at high resolutions.

a pair R9 290x 8gb models in Crossfire is possibly better at 10320x1440 res.

I would only go for dual card, if there is a really good reason for it.

For the high end cards it makes sense, because you just have to go dual, if you want more performance. The 2x 970 or 2x 290/280x might make sense from a price/performance standpoint, but I would stay away from it.

 

So with your budget, I would go with the 980. Personally I wouldn't buy a high end card, because you have to spend a lot for a 20% bonus in performance...

The only time id suggest SLI/Crossfire is when you already have a card, Or you need more performance than the current graphics cards can give by themselves.

 

if you get a single R9 290 and plan on playing in 4k, But you want more GPU performance you can always just get another one as long as the motherboard and PSU supports it.
