gtx 750ti speed problems

hey i just installed my new zotac gtx 750 ti and everyting works eccept that when i run heaven benchmark on extream my core clock is only 540 mhz and memory 2700 mhz it should be higher on both what can i do? power limit on msi afterburner is 100% temp only goes to 58 c which is nice but not when the card does not run at full speed 

can anybody help ? and thanks

Generic reply (still try it) - Make sure that the power connector(s) for your GPU are in all the way (I would check this first)

what I'd try to do next is to fiddle around with any power saving settings in Windows or perhaps NVIDIA Control Panel and see how it responds. Also is it just the benchmark? Or for every GPU usage situation
