7950 not working

Hey all! I need some help. So about 30 minutes ago, I shut my PC down and changed my fan setup. I reconnect all my devices and everything works, but no input on my monitor. I open my case and see that my GPU fans aren't spinning. I hard reboot and see the fans try to start, but they don't. I have a Gigabyte Windforce 7950, AMD FX 8320 O.C to 4.6 GHz, 8 Gb of Radeon Ram, and a Corsair RM650 Psu. I tried my old 6870 and it worked, but not input on my monitor.
