Problem with restarting the pc

After some searching on the net i found this:

Hi guys

So i build this new system:

 

I5 4690
Crucial 8 GB DDR3-1600
ASUS R9 290
MSI Z87-G41 PC Mate

harddrive is a hitachi 320GB 

 

 

So i installed windows 7 64 bit on this system, the pc starts fine, but if i want to restart the pc these 2 things happen:

- PC starts, cpu vents turn, system vents turn

- Screen doesn't turn on, light on mouse and keyboard doesnt light up (= so not working)

 

If i turn off the pc by pressing the power button and restart the pc by pressing the power button again, then the pc works fine.

 

So my questions are:

How do i solve this? Is there a problem with the motherboard? (its new..) or a problem with the HDD ( its an older one)
