It depends on which option you chose. If you choose "Refresh your PC without affecting your files", then it leaves your files. If you choose "Remove everything and reinstall Windows", then that will remove any files, settings, etc.
If you chose the latter, then when you turn it it should be at the setup part where you creat an account, customize settings, and so on
