Ok so I performed a clean install  win7 as said , because I changed from amd athlon x4 750k to i5 4460 . Got my apps, pictures , music and docs back from my external hdd backup and quite surprisingly , both of my steam and origin accounts synced when installed and are ready to download my games back .
BUT there are some issues ;

1) Tried running a game ( War Thunder ) , and an error popped up saying that there is no direct x 11 installed . I indeed there isn't , tried to download it from microsoft , but I can't find it EVEN in third party sites .

2) The pc feels a bit laggy in generall . I installed the drivers as I was supposed to ( didn't install the mobo one though ) , booted up , downloaded a sh1tload of win7 updates and booted up again . I found out that my pc is not as responsive as it used to be with the amd system . By responsive I mean that there is latency when opening new windows , browser tabs and programs . My hdd is 7years old though , so that could be the problem. I am planning on upgrading it , can I just install it to the system , copy ( clone actually ) my primary's hdd files to it and then just remove it ( the primary hdd ) and boot up properly ?
Or is it much more complicated ?

3) Windows settings aren't the way they were supposed to be . I mean I can't seem to find many settings that I could find before the clean install . I hope that this is a service back problem .

Also , I am planning on upgrading to windows 8.1 during the week thanks to my dad ( microsoft veteran ) handing me a non OEM copy . Can I expect this OS to solve probles like latency and the direct x 11 issue ?

Any solutions for these problems ?

i think DirectX comes with the OS i.e. i have win 8.1 and it reports me that i have DirectX 11.2 and ive never installed direct x or updated it

Direct X is built into windows since pre win 7, you do sometimes need extra Direct X runtime components normally installed with the game. Try looking in the games install directory, if you are playing a backup copy of the game rather than re-downloading (I do this all the time with steam games) the installer should be in the game dir. (EG steam games its in steam\steamapps\common\[game]\resources)

 

When you say you haven't installed your mobo driver, which one do you mean the chipset driver or just not the full suite of software that comes with it. Chipset drivers can make a huge difference to performance, they help windows know what your board is capable of without them it may just run everything at low speed to ensure compatibility.

 

Which settings are you struggling to find? some settings move with service packs, some control panel items are software/drivers you've installed.

I think you've answered your own question.

 

Download all drivers and install all of them. If running an SSD, make sure the SATA controller is operating in AHCI mode - Intel Management Engine/Chipset/Storage drivers WILL affect performance a lot.
