Computer will occasionally turn on...

First off, specs

ASROCK 970 extreme 3

Sapphire 6850

Phenom ii4 960T

8gb ram

So here is my problem. My computer, when you press the power button, will power on the case & GPU fans, but nothing else. There appears to be no functioning inputs on the motherboard (all USB keyboard, mouse etc. will not power on). Also no video output. I have tested the PSU, and it's fine. No bent pins on CPU.

This morning I turn it on just hoping, and it comes on! Until I turn it off again and it refuses to power up. Is this a dead motherboard?

run with one stick of RAM

 

throw in a spare GPU if you have one

Done all of that. No change. Would a bad gpu cause the USB ports on the motherboard to not work, though?

there might be dust in the cpu

I assume the pc has been working in the current config before? If not you may not have the right bios on the broad.

Yeah it was all working fine. Then just stopped
