sharpshooter's ENB is nice but i prefer:

So install the enbdev mod aswell as one of the ENB mods from Skyrim nexus? And does the enbdev mod cover all aspects, such as the improved static meshes, improved blood textures, improved water etc. ? 

 

Also, do those character models come in a separate mod?

If you have the time (a few hours) then I highly recommend STEP. It has over a hundred mods that improve the game in so many ways, be it better textures, landscape changes, improved sounds, bug fixes or a different interface. This mods have all been thoroughly tested and they all work perfectly with each other. Keep in mind it doesn't change gameplay at all.

It is just a lighting mod, first you must install the ENBdev, then an ENB from the Nexus.
