what kind of frame rate is it running at?

do you have interlacing on?

The lines are probably tearing. Turn on vsync and see if they stop.

If your monitor was having issues before the new build, it's the monitor.
If not, it's probably the GPU in which case I suggest checking out the troubleshooting thread! :)

cl_showfps 2 is the command to monitor FPS in tf2.
If V-Sync was on, it would not tell you it was going above 60 and neither would fraps.
