So in games (specifically cod bo2.) My fps has been going from about 100 down to 20 then back up to 100 randomly. Now at first I assumed that it was thermal throttling but then I checked my temps and they were not even getting to 60, so its as if my computer throttles at 60 even though thats way too low to throttle, any ideas on how to fix this?
CPU: i7 4700MQ
GPU: GTX 765m
RAM: 12GB

Not RAM (12GB in the OP), but VRAM might be an issue. How much VRAM does that 765M have?

2GB but in the past I never had this fps issue and that was on max settings at 1080p. I even dropped down the resolution to 720p and the AA from 4xTXAA to 4XMSAA and it stil keeps dropping

With 2GB VRAM it will run a lot better if you turn anti-aliasing and anisotropic filtering off  ;)

 

(Might fix your problem, will still run a bit better if not.)

Try turning AA off. 

 

Did you change something in your system (driver update, hardware upgrade, etc)? Or did this happen out of the blue?

I did upgrade to windows 8.1 recently, but even then, it was running with over 100 fps on max settings, so it just randomly happened.
