So, a few weeks ago I built my brother a computer with parts he bought, it was going great until the motherboard starting killing USB devices plugged into it, so I had to replace that motherboard and get new components. I bought an MSI am3+ motherboard with the audio boost and cool looks. Now he can finally move it into his room so we moved all the stuff, computer and monitor and turned it on and it won't display any video. I can't tell if it is loading into the bios or windows screen or not but the graphics card fans keep spinning really fast, then turn off, rinse and repeat. Along with the CPU fans. I tried the following, plugging in a different graphics card, different hard drive and different monitors. Here are the computer specs.

AMD FX-6300

R9 270x msi twin frozr

NZXT Phantom 410 tower

Corsair CX600m power supply

Seaggate barracuda 500 gb drive

MSI Am3+ ddr3 2133 motherboard (with audio boost)

Hyper 212 Evo CPU cooler

I could really use some help figuring out why it isn't booting correctly (The computer turns on but no video). Thanks! Have a good day

EDIT: I RMA'd the motherboard in it, after 24 days of painful RMA. It boots again with no issues. Although I am getting 5 beeps whenever I boot, hm.

'The SMU (System Management Unit) is a microcontroller chip on the logic board that controls all power functions for your computer. If your computer is experiencing any issues regarding these functions, resetting the SMU may resolve the issue.' i googled it and this seems to fit

I don't think I can reset the SMC, System Management Controller, because I cannot connect to a monitor to display any information... Is this a power supply related issue?

thrw in your own PSU to verify

also reseat the RAM

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.
