Help with streaming pc

Im trying to put together a streaming pc for a max budget of $600 US

 

Im going to be using it to stream from my console via a capture card, so im guessing a good cpu is needed, but what about my gpu? Will it effect the stream quality?

 

Any help and insight on this will be great. If you could put together a build for me that matches the budget, it would be wonderful!
