But it isn't a SFX

 

If the power supply comes with the case i'd recommend changing the gpu to a more energy efficient one...

 

The 290x takes up load of power...

And for CPU Cooler?

 

You could just use your stock cpu cooler that comes with the cpu since it is a locked cpu and you do not have to change your motherboard since you won't be overclocking your cpu.

For you overclocking my cpu is good?

 

I wouldn't do it. It adds more heat to your system, unless you had a bigger case with better airflow and more space for a good cpu cooler.

Which fans for a better cooling?

 

Sadly I am not very knowledgeable with fans, but I do know that noctua fans are one of the best in the market...

With Gigabyte GTX 970 from 400w to 300w, I can do a little of OC?

Little, yeah. But u are pushing the limits: The PC might shut down, bluescreen or even overheat/explode if there is too much power draw
