Nvidia global cap on frame rate?

Nvidia inspector has a frame limiter for all games

Is there a way to limit the FPS of ALL of my games to 90 with a single control panel or registry tweak? I haven't found anything, but honestly I don't want my frame rate to exceed 90 as that's the point where I stop seeing an improvement.

 

It'll be important soon, as I plan to buy the upcoming Acer 144hz IPS panel with G-sync.

In case the moderators do not ban me as requested, this is a notice that I have left and am not coming back.
