Hey guys, I bought a new motherboard and an FX 6300 and gifted it to my brother for christmas. 

We've had nothing but trouble with these new components, but before I'll go into that I will post the specs:

 

Motherboard: ASRock 980DE3/U3S3 AMD 760G So.AM3+ 

CPU: AMD FX 6300

GPU: Nvidia Geforce 730

Ram: Some cheapish 1066 DDR3, 4 GB

 

The issues are that some games, such as Counterstrike: Global Offensive are playing at ~ 120 fps, but do sometimes, about every 1.5 seconds drop down to 20 fps, which increases a kind of FPS stutter that I have never experienced before. In the beginning it happened more often, thus I installed a hotfix from the microsoft website which seemed to fix the issue - everything was running fine, by first looks - . After that we've experienced the current situation. I have since tweaked the motherboard settings, since the CPU frequency went from 3.9Ghz to 1.3Ghz in some kind of throttling, which I resolved.. It is now running stable and yesterday the games (CS:GO, CS:S, Hearthstone) were running on a stable 120fps for hours. Today though it began again, the fps are stuttering, even though the CPU temps are fixed at approximately 45°C with a frequency of 3.8GHz, which is unexplainable to me! It is even weirder when games, heavily dependant on the CPU performance, such as World of Warcraft and League of Legends are not experiencing these issues.. 

 

Please help, I actually wanted to make my brother happy and not make more trouble, at the moment the PC is running worse than it used to with its old 2.3Ghz Intel Duo core from ages ago.

Perhaps reinstalling the graphics drivers will help. Also, is Windows up to date?

We have completely reformatted the hard drive, reinstalled all the drivers and windows, but the CPU only has the driver installed which i found on the CD from the motherboard since I couldn't find any on the website. 

His current version of windows: 7 Ultimate 64bit
