Task Manager Wont Close unresponding programs.

So Ive had this problem for a while now and the only resolve ive found so far is to do a soft reboot. 

Like if Skype or any game just decided to not respond anymore, I can never close it with Task Manager processes not with ending processes nor with ending process tree.

I look it up a bit on google before and what i came up with was that i need different programs to close other programs. That also didnt work. 

Sometimes it would show that i dont have admin access, which i do have.

So yeah any help would be nice.
