Really weird screentear.

What you see in the smaller red circle is the scope of another gun and in the bigger circle a tree or some kind of structure at 5% opacity.  So my problem is that the first frame that loads after load screen stays on screen until next load screen. Only it is at like 5% opacity. Do I need a new monitor? I have dual 760s and gaming on a Tv with a max refresh rate of 60Hz.

I can't even tell you if I see screen tearing or not.

 

After looking at the image a little more, I do see some anomalies you mentioned. Does this occur a lot?

I'm sorry it is really hard to see on the screenshot. The problem is that there are an almost see through frame on top of the frame that is supposed to be there. Don't know if it should be called screen tear.
