Dad needs a new laptop/tablet

My dad needs a new laptop/tablet, and I needs to run windows. He will be using it for business, and if it could use a sim card that would be great. What are some of your suggestions. Also I want the device to work on any network eg: (unlocked).

 

I was looking at the microsoft surfaces possibly.

Would a unlocked hotspot w/ laptop or tablet work? You would have have more options that way(but would have to deal with a hotspot). The only Laptop that I know of that is good with 3g/4g would be a Dell Latitude w/ appropriate network card, but I'm pretty sure the current model's don't offer 3g/4g card(it might have the slot and you would have to customize it your self, not sure though).

 

Edit: Latitude e6530/e6540 can have a WAN card added to it.
