Is it worth it to buy The OrANGE Box and Half Life 1 both sealed for ~7$?Also the real question is that, if I already have TF2 in my Steam Library and activate it with the code from The Orange Box, do I get the Proof of Purchase hat?

It's not a bug, it's an undocumented feature!
