Black Screen with Blinking Cursor at Start Up

As the title say I get this Black Screen when switching on my pc. Its posts and the motherboard splash screen gets displayed and then the black screen. I tried making a bootable USB for windows 8 but it still gave the same screen. I even tried an ubuntu bootable USB. What could cause this? I recently bought a new HDD but that couldn't be the problem because i tried disconnecting it and let the USB be the main boot drive but still got the same result.

have checked your bios boot order? perhaps something in the bios is wrongly configured
