SP120's Performance vs Quiet

I am probably getting an Asus Max V Formula board pretty soon and changing out my Hyper 212 with a single cooler master fan to a Noctua NH-D14 CPU Cooler.  Going to change out my top 230MM fan in my HAF 932, to 2 AF 120's and the rear to an AF 140 and replace the front fan to a Bitfenix Spectre Pro Red fan.  My question is, is it better to run the Performance Fans and set them to say 50%, but have the ability to crank them up if needed?  Or are the PE fans louder than the QE given the same RPM?  I am hitting about 70*C under Prime 95 @ 4.5GHz on my I7-2600K.  Hoping the Noctua cooler will get me closer to 5.0GHz given the right board.  I was debating doing a custom loop, but honestly, I really don't wanna mess with dealing with leaks and ruining things, nor do I care for mait or investing 1,000 dollars in looks with minor performance gain, rather than invest in better hardware.

Specs: Core I7-2600K @ 4.5GHz @ 1.35V, 4x4GB Corsair Vengeance Black 1600MHz CL9, Cooler Master Evo 212, MSI Z77 Mpower Motherboard, Sapphire Radeon HD 7950 Vapor-X @ 1000/1400, Cooler Master HAF 932 Blue Edition w/ 3 Cougar Hydraulic Bearing 120MM fans (2 up top 1 in the bottom) replaced side panel with a window, and rear fan with a Cougar Hydraulic Bearing 140MM, Cooler Master GX 650 80+ Bronze PSU, Samsung DVD-RW, Samsung 840 Pro 128GB SSD, Seagate 750GB SATA III 7200RPM

 i would go with the PE and crank them up when needed. Do you have a good fan controller to do this?

The board has 3-4 pin plugs all over it, but I can get a fan controller if needed.

i have the nzxt Sentry Mesh in my HAF932, it matches quite nice! :) I think if you controll the fans with the mobo you are very restricted.

Are SP120's PE better than the stock Noctua fans? Or close?

they are better by about 1-2c if you don't care about noise.
