Hello, I've tried PCMR on reddit and buildapc, but none has been able to help me. My i5 4690k is stuck. I'm not sure if it's the MOBO or the actual processor. It's stuck at 0.80 GHz at all times, and the the CPU is also at 100% thermal throttling at all times as well, even though my temps are 28 c. I don't know what went wrong, I just built my PC 2 days ago too.

 

And yes, I've reset the CMOS and that didn't work either. The speeds are FAR to low, stock speeds are supposed to be 3.5 GHz, but I'm not even reaching 1 GHz! So is it my MOBO? Or is it my actual processor? My PSU is a Corsair HX850, so the PSU is not the problem. My cooler is a Corsair H100i, and yes, I've made sure that it is seated correctly.

 

Any help or input would be appreciated. Thank you.

Try turning off Intel speed-step and turbo boost in the BIOS, if possible.  And of course make sure the frequency settings in the BIOS aren't set to 0.8GHz for whatever reason.

Reset everything in BIOS back to default maybe something messed up with the settings. If that doesn't work rma.

If you have any spare processors or if you have a friend with the same mobo socket test both the processor and mobo individually and see which one is the problem and then contact warranty.

Windows is on power-save mode. Just tested on my 4670K, if i go to "energy" options in windows configuration screen and set it to "powersave" i can't get the CPU to run over 0.85ghz on superpi.

Set it to balanced, problem solved.

PS: Also not sure if the quote/unquote labels are correct. I'm using Dutch windows, so I don't know the actual translations.

This didn't solve the part where I'm at 100% thermal throttling at all times, I can't figure out why. I know for sure that's the reason for the low clock speeds.

 

I just can't figure out the problem with the throttling at low temps. I tired all of the above and the speed just don't change, and yes, it is affecting the performance of my rig ALOT.

 

(I'm on performance mode btw)

What program are you using to read out the CPU? I suggest switching to Intel Extreme Tuning Utility first

If it shows it's faulty, you can use that screenshot for an RMA.

So run the diagnostic. Also, you haven't installed anything wierd or illegal that could've come with some sort of virus/malicious software?

Did you experience difficulties installing the CPU? You could've maybe damaged one of the pins on the board or something.

 

Also, why does your profile say "4.7" behind the 4690K. What did you do regarding to overclocking? You're holding out on information i fear.

Did you apply thermal paste correctly? 

Check BIOS for Clock core Frequency speed

bro, try reinstalling your cpu cooler. take it out, clean it, reapply  thermal paste, and put it back.

 

since its at 100% thermal throttle, the heat might not be dissipating correctly.

If the cooler was incorrectly mounted, it should display a higher temperature.

or turned off by itself due to self protection. but improper thermal paste application might cause problems.

I understand, but it should eventually heat up anyway. Even at 800mhz it can't function without a cooling unit.

im guessing the problem lies with the chip. try rma or fit into another rig?
