Hello . I am having a problem with my new build. When I play games, sometimes my GTX 970 does not perform as it should. It performs about half as good as it should, in the firestrike benchmark sometimes I get around 5000 and sometimes I get around 10000. The effect is intermittent.

I RMA the card and got a new one, but the problem is still occuring. Nvidia suggested doing a fresh install of windows and updating my motherboard bios. Neither of these resolved the problem.. After that they reccomend I take my build to a shop to get them to test my ram, mobo and psu. I don't feel like doing this, so I come here to ask if there is any way to test these on my own. I don't have any extra parts lying around so am I out of options?

My build is 
i7 4790k
Asus z97-a bios version 2012
rosewill capstone-m 750w 
16gb corsair vengence ram
gtx 970
 
I am running windows 7 64 bit but this problem also occurs on windows 8.1 64 bit.
 
Here is the gpu-z of chivalry running with a good framerate at 1080p (60 constant)

Here is the gpu-z of the same game running at the same setting. (30-40 fps)

As you can see the GPU-load is much higher, but I get a worse framerate. Any idea on why this is happening?

Some things I have tried
Reinstalling drivers
Reinstalling windows
Fiddling with nvidia settings
RMAing the card

Any suggestions on what else I should try? It does seem like one of my other parts is broken. How do i test which one?

Are you running any AA? Check your driver settings and make sure AA and stuff isn't turned on. Also is 1.2v the stock voltage?

 

Also check background processes.

I have AA turned on, but it shouldn't effect it. I have the same settings when I'm getting bad performance and good performance. I don't have any background processes running other than windows stuff and steam. I think 1.2v is the stock, I haven't changed it.
